Never have we imagined that it was almost two years ago on May 30, 2008 that we meet at Col. Mateo Luga's home in Fairview to talk about the Homecoming of Gen. Mateo Noriel Luga, in his place of birth in Tumauini, Isabela. Never have we encountered in our history books the life and times of a Great Leader, a hero at that, who lives by the principles of love, family, honor, country, and glory who lived a life of a leader, fighting his own war with men foreign to his culture to fight an honorable warfare against the navy of the greatest nation in this planet, the Naval Forces of the United States of America, in Cebu. He fought an honorable warfare despite rescuing his love ones made as hostage to weaken his resolve. His heroism was written by his fiercest enemy, the Americans, out of respect and admiration to his high degree of honor and candor to his enemies despite superiority in force and application of uncommon method. Isabela Awaits you project has gone a long way . . . it was started by Mala Jean Luga, who I accidentally stumbled upon while surfing in the net. who is this lady so bold! Shouting before the world that she is a proud Filipino because her ascendant is the Great Tribal Warrior! To support this lady who is advocacintg for a Grand Reunion of the Luga Clan to celebrate the 75th Death Anniversary of this hero, I then started to built the blogsite ALIMUKON, in the hope of advocating the spirit of nationalism that depicts the life and time of Gen. Mateo Noriel Luga, hoping that a foundation shall be established for that matter. we set a meeting at Col. Mateo Luga's place, that was on May 30, 2008.

On June 14, 2008, our first mission, we travel to Isabela to do a documentary The Isabela Awaits You Part I Project. the we laucnhed teh Ibanag Cyber Revolution Project. We then built the siteTHE LUGA CLAN. We continued advocacting for good governance and the recognition of this Ibanag Tribal Warrior, until on June 12, 2009 Gen. Mateo Noriel Luga, was honored by no less than the President of the Republic of the Philippines. We did not stopped from there and we should not stopped from there, until this resolve is not institutionalized. Toady, Fr. Angel Luga continues the struggle by building a solid foundation for the Isabelenos and the Cagayan Valley per se, which once ruled by our ancestor, in his One Barangay, One Chapel, One Community, One Church Project, complementray to the Project is the establishment of a Cooperative, the Malappo Nga Ibanag Cooperative in place of our desired Foundation in honor of this Great Leader and his descendants, which Fr. Angel Luga wanted to launched during the 75th Year Death Anniversary Celebration of en. Mateo Noriel Luga. We urged everyboy to support this porject. Please send your donations to Fr. ABOUT THE FISHERY COMPONENT PROJECT
OF MALAPPO NGA IBANAG

The proposed fishery project of the farmers in a barrio at San Pablo, Isabela, consists of an eight hectare farm located in San Pablo. It concerns the development of fishpond with an land area of more or less than two hectares within the 8 hectare farm of Malappo Nga Ibanag Cooperative, with a spring source of water upstream. It's objective is to provide a fishery aspect component to supplement the farmers in the entire province who are members of the MALAPPO NGA IBANAG (double click here) Cooperative (A Farmer's Cooperative engaged in production of medicinal plants in the entire Isabela Province).

The objective of our Fishery Component Project are, as follows: 1.) To serve as a pilot area that shall be replicated in the entire Province of Isabela 2.) As a post harvest facility with manufacturing component, where the fish produced can be processed into by products (considering that the area have sufficient facility for food processing/manufacturing facility).

The above Projects are Sub Components of the One Barangay, One Chapel, One Community, One Church Project (1 BCCC) of FR. ANGEL LUGA and the LUGA CLAN, which started almost two years ago from ISABELA AWAITS YOU . . . PART I PROJECT, in honor of Gen. Mateo Noriel Luga, the Ibanag national hero, who, after fighting depending the freedom of his country, never made it back to his beloved land, the Cagayan Valley.

This is just a part of the entire project concept, for the benefit of the Ibanag Tribe and other cultural minority groups in Cagayan Valley.

“The Life and Times of General Mateo Noriel Luga and the Luga Clan from Tumauini, Isabela, Cagayan Valley” PROJECT is a compilation of posts published at the site www.alimokon.blogspot.com patiently compiled by Mala Jean Luga and edited and digitally enhanced by Roy R. Luga for the last four years from emails, posts and linkages concerning the life and times of General Mateo Noriel Luga his geneology, the Luga Clan and its members who were principal witness or has participated into major events or contributed to some endeavors, which makes a difference that changes the course of Philippine history. The publication shall include the pictures, stories and write-ups contributed by the different Luga families worldwide.

Consequently, we are encouraging everybody with lineage that could be traced from the Luga Clan of Tumauini, Isabela and Ilocos Region to actively participate or contribute by writing, sending valuable information, mementos and pictures to Mala Jean Luga to enrich the history of the “Luga Clan” for its lineage and its future generations to thrive by ideals of the forebearers of this name . The family name “LUGA”, while maligned because of its local connotation from the pigment of imagination invented by foreign colonizers to discourage its use to annihilate its existence continued to thrive. With the advent of digital technology, our continued advocacy bear fruits when, in June 12, 2008, “General Mateo Noriel Luga” was finally given due recognition by no less than the President of the Republic of the Philippines and was honored as one among the great Filipino Heroes.

Accordingly, we are encouraging everybody to participate. Do not be afraid to express yourselves or your lineage or be ashamed of your family name, which deserves the long due recognition that every Filipino should be proud of. Everything that you shall be sending via email to Mala Jean Luga shall be edited, reviewed and accorded graphic designs and lay-out to enhance its presentation before the presentation

Its declaration of policy alone, provides : "it is the policy of the State to instill patriotism and nationalism among the people, especially public officials and employees, who shall at all times be loyal to the Republic and the Filipino people, promote the preferential use of locally manufactured goods that utilize local resources, adopt measures that help make them competitive and thus generate wider employment and greater benefits to the country".

The Office for Legal Affairs with Director IV Ariel G. Ronquillo and Director III Alexis P. Tabino wishes to announce to the public that the "Sourcebook on Administrative Offenses in the Civil Service" is already available at the Public Assistance and Information Office of the Civil Service Commission.

In his forward message, then Chairman Ricardo L Saludo remarked: "Through the years, the resolution of Administrative cases by the Commission, by other quasi-judicial agencies and by the courts, however, has contributed to a wealth of jurisprudence on the definition of administrative offenses and on the acts constituting them. The need to define the administrative offense, taking into account the latest jurisprudence, becomes more pressing as the Commission remains committed in its resolve to provide speedy administrative justice in the civil service".

The last time that the CSC published a manual concerning the differen administrative offenses was in 2001, under then Chairperson Corazon Alma De Leon, entitled: "Manual Definitions of Administrative Offenses in the Civil Service".

The law further provides, that "the Civil Service Commission, in coordination with the Department of Agriculture, Department of Science and Technology, Department of Trade and Industry, and in consultation with the concerned private sector, shall promulgate the rules to implement this Act consistent with the viable development plan for the sector".

It took two (2) years for the CSC to pass its Implementing Rules, i.e, CSC MC No. 11 series of 2006 informing the public that R.A. 9242 cannot be implemented due to the lack of tropical fabric. In 2007, CSC MC No. 10 was enacted: "the implementation of R.A. 9242 shall be on voluntary basis because of limited supply". Then, in 2008, no circular was passed regarding the matter. Does this mean that the CSC is unpatriotic?

NO. The problem in implementing R.A. 9242 is the limited supply of tropical fibers because it takes time to produce tropical fabrics, especially when we are talking of supplying over a million uniforms to be used by government officials and employees. We should not, however, stop from there. With everybody's help and support, like that of the AKO BICOL MOVEMENT, Chaired by Zaldy Co, after we featured Estanza:The Future City in Albay and after putting-up this site in return the kindness of the Bicolanos during typhoon Reming - we hope that it is just a matter of time for us reciprocate kindness with kindness . With the present trend, we are hoping, praying and advocating that a day shall come for us to see fashion designers, models, artists, weavers and people from within and without the government all over the country to converge and move as one with Cecil Soriano of FIDA, MON FAVILA of the Fashion Artists Foundation, the Civil Service Commission, among others, to watch models doing a catwalk to showcase clothes made of Philippine Fibers - to attract the private sector to invest in mass production of Philippine Tropical Fiber to be used by government officials and employees. The Philippine Government is the largest employer in the country with over a million in strength. The CSC was mandated to implement said law, we are the lead agency in its implementation by virtue of R.A. 9242. Hence, we can make a difference.

Our success on this matter shall surely revive our pride as Filipinos, singing our national anthem now aware that that the clothes we are wearing originated from the dream weavers, who stood behind our forefathers in trying times in war, in peace and now, in disasters.

Right after Typhoon Ondoy and Pepeng, Cecil Soriano, the Administrator of Fiber Industry Development Authority, on October 22, 2009 - organized an International Gala Show at SMX Mall of Asia to promote Philippine Fibers. Close to 80 of the country's talented fashion designers showcased the Philippines' Pride:"The Manila Hemp"- which first achieved worldwide recognition as the preferred cordage or rope used by sailors and even by the US Navy. Imagine how proud we are as Filipinos in those days? The warships of the most powerful nation in the entire universe depended on the ropes made from the Philippines. Let us revive the glorious past! Let us revolt once again and lead a change to make a difference.

Today, Abaca and Philippine Fibers is also widely used for the manufacture of specialty papers, home furnishings, and novelty items. In her speech Cecil Soriano, said: “We hope to put Philippine fabrics in the center stage of the fashion world.”

Let us once again revolt! Let us rise from the ravage of disasters, with our comrades in the Cordillera, Dir. Dang-Awan of BFAR-CAR and Mercy Bahatan of the CPLA, Willy Cabezon, et. al. of the BSWM, Gov. Aumentado, Col. Luga and Rebel Returnee Boy Simbajon in Bohol, who never hesitates to act whenever higher interest dictates - now, hopefully, with the Civil Service Commission in the forefront, being the implementor of Republic Act 9242. May our prayers be heard.

Cecil Soriano took the opportunity to promote Philippine Fibers when the Philippines ' Department of Agriculture, under Secretary Arhtur Yap. Through the Fiber Industry Development Authority (FIDA) hosted the three-day joint meeting of the Intergovernmental Group on Hard Fibers (IGHF) and the Intergovernmental Group on Jute, Kenaf and Allied Fibers as part of the celebration of the International Year of Natural Fibers.

It has been an honor knowing Cecil Soriano more than 15 years ago. Like most of our friends in our advocacies, Cecil rose from the rank. She has been in government for more than two decades, soon to retire, yet the spirit of patriotism in her burns so bright. Mabuhay!

CSC Exam Administration in the Net

Relevant to the Anti-Red Tape Act (ARTA), the Civil Service Commission Regional Office No. 5 , under the leadership of Dir. IV Cecilia R. Nieto, through the initiative of Jocelyn Lozada Marifosque and her staff at the Examination Service Division, produced an Audio Visual Presentation of the Civil Service Examination Administration on DVD. The project was uploaded in You Tube and was embeded on a free site as a prototype of a proposed project to build a site with an AVP presentation on how to take CS Examination, with linkages as to the application requirements, the forms necessary and even the payment of fees, which can be sent through banks. In such case, bureaucratic process can be lessened. It could also mean less expense to the government and to its client, as the latter's expenses for transportion, time and effort shall be greatly reduce. Evrything can be done via the internet.

Moreover, it could also mean environmental friendly undertaking, as less paper shall be used , less expense to the government as the applicants can merely download and print the necessary forms, additional revenue to the government since additional fee can be collected to deffray operation cost and the posibility to raise internal revenue by offering ad space to interested advertisers who wish to promote their products and services in the site. CSC enjoys fiscal autonomy.

The proposed system is in consosnant with the objective of millenium challenge to address environmental concern and transparency in government transaction. without adequate management support, the project shall remain but a vision. Nevertheless, CSCRO No. V, took the first step.

The weather was good in early morning on July 14, 2009 when a plane from Manila landed at Legaspi City Airport in Albay with a passenger on board to look for a man who, not known to many, touches the lives not only of his fellow government workers - but also of those residing in his community. A man who, due to hardship of life in Manila resettled in a Barangay somewhere in Estancia, a place without any means of transportation, to put up a structure he can call a home for his family. A man, who loaned from a financing institution to purchase a motorcycle and thereafter organized motorcycle owners in his community to provide transport for their neighborhood. A man, who despite earning less than Two Thousand Pesos (P 2,000.00) monthly manages to donate their used toilet bowl to benefit the children of a public school in his community, deprived of clean toilet. A man who returned a wallet by searching for a woman whose picture appears in the walltet he found, whose husband was working as a technician on top of the highest peak in the entire Legaspi City. It is then but fitting to climb the highest mountain and to raise a flag if necessary for everybody to know that the good deed of this person is worhthy to be emulated and for the public to know that government after all is on top of the situation with personnel who possesses the integrity worthy of the people's trust.

While we honor our dead, we salute the living who continues the struggle to realize the vision of our past and present day heroes.

Right after he took his oath of office as Chairman of the Civil Service Commisison, Honorable Ricardo L. Saludo established the PAMANANG LINGKOD BAYAN AND SCHOLARSHIP FUND and among its first recipients were the dependents of those who died in a chopper accident at Ifugao to inaugurate a major road project, which shall benefit the Cordillerans, a second home to Gen. Victor Luga and a home to the Baguilats and the Brawners. The project shall provide access road for the agricultural products produced as a result of the government’s peace effort initiated by the Office of the Presidential Adviser for the Peace Process (OPAPP), when Usec.
